On December 28 2008,the signing ceremony held in Beijing,marking the cooperation between the Hiller (China) Aircraft Manufacturing Company and the Shanxi Xinhaisheng Trade Company that China's first jointly-funded civilian helicopter production project is progressing smoothly, and China  first civilian helicopters production line will start producing this year,helicopters will  roll off the production line and be on the market by the end of 2009.

The project is designed to manufacture 200 helicopters yearly with an annual output value of 2.6 billion yuan, and realized profits and taxes of 1 billion yuan.

The joint venture will assemble three types of light helicopter models with five specifications from the US Hiller UH-12E series in the initial stages of production, and then gradually produce helicopter accessories including empennages, fuselages and seats, as well as, gradually researching and developing patent technologies with independent intellectual property rights.
